One year before the 2001 municipal elections, the deputy of Indre-et-Loire, good-on-TV Renaud Donnedieu de Vabres, announces he stands as candidate in Tours against the Socialist office-holder.
On several occasions, the national press, led by the "Figaro", ran the headline : "Tours, the city about to swing to the right". In autumn, David Martin, a young Green, put himself forward as a candidate as well on an independant list. Only in January does Jean Germain enter the lists.
French mass media are convinced they have found in Tours the ideal medium-sized town to "illustrate" on a national level the return of the Right and the disunity of the poweer-sharing Left.
During the last three months of the campaign, the visit of big names punctuates the local political scene, as the three candidates take care of their speech on TV. Jean Germain, a secret character and a bit of a manipulator, leads a faultless campaign against RDDV who sinks into the Right to preserve a hard-to-get union. But nobody talks politics. Contrary to what the mass media would fully believe, teh socialists are ahead the first round. Then they enter into negociations with the Greens.
Still no politics, but a bargaining for seats to conclude a marriage of convenience that will lead to victory in the second round.
More than the chronicle of a political victory, this is a film about a revenge on the big headlines.
