During the last parliamentary elections in Cambodia, in 2003, the European Union hastened an important observational mission, on site.
For a week, its members tried to follow in details the different stages of this elective process in which Cambodian voters participated in a serious lack of trust. The general conclusions of this mission on the aftermath of the first announcement of the results remained quite evasive though: “The elections were well conducted but there is still some distance for Cambodia to become a full and complete democracy“declared the mission spokesman; preferring on the other hand not to comment on the “free and fair”aspect of the vote.
This film insists on the description of the European observers’ work during their mission, while underlining its aberrations and its limitations.
