Criticized and challenged, the World Bank is in a period of great quandary as to the new strategies to adopt, principally in its relations with Africa.
Such is the case with Uganda. The Bank examines and intervenes as much in the question of military expenses, in order to safeguard the independence of the nation, as on its economic restructuring, favoring the ultra-liberal politicians faced with the crucial problems of development and, most of all, debt.
James Wolfenson and his team in Washington, their colleagues of the IMF, the Ugandan president Yoweri Museveni, his ministers and collaborators, all try to answer these questions in a changing, dramatic context. In the process they provide a unique opportunity for analyzing the workings of decisions made in the field, at the highest levels.
