Is it possible to have, and does one want the United Nations Organisation ? To what extent ? When ? This films tackles these important questions without presuming to bring any exact solutions to the non-functioning of the international organisation, but rather to analysing it.
By use of shots and commentaries on four crises – Rwanda, former Yugoslavia, Somalia and Cambodia – and starting also from the question everyone has asked "How could the international community see the Rwanda genocide without reacting to it ?", the authors consider the different projects of reform : the creation of a permanent United Nations military force under the command of the Secretary General, the rapid possible use of the different national contingents, the delegation of the treatment of certain crises to regional organisations on certain candidate countries (the problems of Rwanda or Haïti), the enlargment of the Council of Security to other powers.
