In 1992, the Americans leave for good one of their most important naval bases in the Philippines : Subic Bay. On that day life stopped for the population of Olongapo City, the town on the other side of the bridge.
Richard J. Gordon, son of the former mayor of Olongapo has since brought back hope by promised a return of prosperity. By any and all means : Gordon encourages the population to work for nothing, he transforms military installations into industrial sites, he declares the base a free zone, mutiplies world-wide contacts. He has succeeded in bringing over many foreign investigators... mainly interested in the low costs of labour.
But apparent success conceals the fragility of the wager. The next big step Gordon must take is to bring the APEC (Asian-Pacific Economic Corporation) here in November 1996. Will this event be the starting-point for a real transformation of Subic Bay into a new Hong Kong ? In the meantime everything has to be swept.
