Ciudad Caribia is a city founded by Hugo Chavez's venezuelian government, in which unprivileged people get the opportunity to start a new life. There, they become appartment owners, and life is organized around co-operative societies run by the inhabitants. The town is building itself and growing day after day.
Margarita, Yelitza and Francisco are trying, each in their own way, to lay the political foundations of this socialist city. The everyday problems and stumbling blocks often eat away at the ideal each of them committed themselves to.
Alongside the characters, the movie travels from one instant of this city's life to another, exploring the realization of a utopia, the unities and disunities of ideal and reality.
