Phung-Guth Sunthary was among the first to have filed a suit against Douch, former Khmer Rouge director of S21, pursued by an international court for war crimes and crimes against humanity. She testified in the name of her father, Professor Phung Ton, a highly respected Cambodian intellectual and senior civil servant who was imprisoned at the S21 security center with the number 17. Through Sunthary’s story, we learn of one of the major roles of international criminal courts: to analyze the crimes committed to relieve the pain and the survivors’ need of the truth, and most of all to recognize the victims as such. Victims still haunted by the wandering souls of at least 1.7 million Cambodians.
