Twenty years later, or nearly, the Forum des Halles neighbourhood in Paris is to be redeveloped. Will the architects find the "Phantom of Les Halles" when they open their Pandora's box?
An original procedure is being used to avoid past traumas: the "definitions bid"... It took nine months of consultations between the City of Paris research department (Center S.E.M) and four international teams of architects.
Underlying the official framework, the film depicts the portraits of Camille, a young woman city planner from Center S.E.M and of David, a young project manager with the Jean Nouvel Agency, one of four teams selected for the "definitions bid".
Camille and the Halles city plan, David and the architects' answer; a couple working in progress giving us a glimpse of how the center of a great European city can be changed today...
